Expert says IPO amendments may be enforced in February

MOSCOW, November 18 (RIA Novosti) - Amendments to the law on financial markets to regulate procedures for initial public offerings (IPO) in accordance with international standards may be enforced in February 2006, the head of the Russian Federal Financial Markets Service said Friday.

"I hope the law will come into effect in February," Oleg Vyugin said at a conference on the issue.

Vyugin said there had been a breakthrough in the Russian economy and that property structuring provided new models of conduct: proprietors are seeking to fix their public status and assets by entering capital markets. In these conditions, the official said it was important that market regulators establish rules that would minimize the expenses of issuers and meet investors' interests. Vyugin said amendments to the law on financial markets would help meet this goal.
