Buzubayev said the council could include representatives from the European Union, the Shanghai Cooperation Organization (Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan), NATO, CSTO (Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Armenia) and the Eurasian Economic Community (Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan).
"Through the council, it will be possible to carry out joint monitoring of the military-political situation, to develop and implement means for strengthening trust in the region, to agree on general standards and norms in relations, and to agree on measures to ensure security in the region, countering terrorism and other challenges and threats," he said.
Buzubayev said that there has long been a need for all regional organizations leading counter-terrorism measures to develop a unified plan of action.
