MOSCOW, November 24 (RIA Novosti, Kristina Rodrigues) - A delegation from the Parliamentary Assembly of the Council of Europe will visit Chechnya, despite PACE's decision not to sent observers for the November 27 parliamentary election in Russia's republic in the North Caucasus, a PACE spokesman said Thursday.
PACE's human rights rapporteur for Chechnya, Rudolf Bindig, said the organization had decided not to send an official delegation to Chechnya, but to send a fact-finding mission to assess the situation and gather information.
According to the head of Russia's mission to PACE, Konstantin Kosachev, the organization does not conduct monitoring of regional elections.
PACE's group of eight representatives will report back to a human rights committee in December.
