KRASNOYARSK, November 26 (RIA Novosti) - United Russia leader Boris Gryzlov said the country's civil service was bloated and needed streamlining. "The country's modernization and the implementation of national priority projects require better state administration on all levels," he said, speaking at the party's sixth congress.
He stressed that there was an urgent need for a modern state apparat - lean and mean.
"The number of bureaucrats today has exceeded 1.5 million - it is double what there was in the Soviet Union," Gryzlov said.
