MOSCOW, November 4 (RIA Novosti) - The elections to the Moscow City Council were recognized as valid, with 25% electoral turnout by 4:00 p.m. Moscow time (1:00 p.m. GMT), the Moscow election commission said Sunday.
The elections require 25% of the voters to come to the polling stations to validate the polls.
