MOSCOW, December 4 (RIA Novosti) - By-elections to the State Duma (the parliament's lower house) in two electoral districts of Moscow were recognized as valid, the Moscow central election commission said Sunday. According to the commission's data, 28.54% of the electors voted in Preobrazhensky District No. 199 and 25.03% in Universitetsky District No. 201 of Moscow.
The elections require 25% of the voters to come to the polling stations to validate the polls.
