The chairman of the committee, Shota Malashkhia, told a news conference that Russian mobile operators MTS, Megafon and Beeline were conducting "illegal activities" in Abkhazia, a self-proclaimed republic in Georgia.
The committee is waiting for reports from Georgian mobile operators MagtiCom and Geocell and the national committee on communications regulations on damages inflicted on the country's budget by the Russian companies, and an assessment by the parliamentary judicial committee, Malashkhia said.
A special meeting of the ad hoc committee, which is preparing the lawsuit, will be held on December 28, he added.
Malashkhia said it had not been decided yet whether the lawsuit would be filed on behalf of the state or private companies.
