TBILISI, December 22 (RIA Novosti) - The Georgian parliament's ad hoc committee for restoring territorial integrity is planning to file a lawsuit against Russia with the European Court of Human Rights in Strasbourg, a Georgian news agency said Thursday.

Chairman of the committee Shota Malashkhia told a news conference that Russian mobile operators MTS, Megafon and Beeline were conducting "illegal activities" in Abkhazia, a self-proclaimed republic in Georgia.

The committee is waiting for reports from Georgian mobile operators MagtiCom and Geocell and the national committee for communications regulations on damages inflicted on the country's budget by the Russian companies, and an assessment by the parliamentary judicial committee, Malashkhia said.

Russian mobile operators said they did not work in Abkhazia.

Director of MTS Investor Relations Andrei Braginsky said the company did not have any facilities on Georgian territory.

"It is possible that the misunderstanding is connected with the fact that a signal from transmitters located in Russia close to borders may be translated to neighboring states," Braginsky said.

He said similar situations occur on the borders of almost all countries and they are settled in a routine way.

A spokesman for Megafon said they did not work in Abkhazia.

A spokesman for Beeline parent company VimpelCom said he had heard the Georgian statement for the first time in media reports and that the company did not work in Georgia.

A special meeting of the ad hoc committee, which is preparing the lawsuit, will be held on December 28, he said.

Malashkhia said it had not been decided yet whether the lawsuit would be filed on behalf of the state or private companies.
