MOSCOW, December 23 (RIA Novosti) - The Russian government returned the comprehensive draft plan on the exploration and development of the continental shelf submitted by the Ministry of Natural Resources, ordering that it be coordinated among the relevant departments, a ministry spokesperson said Friday.
"This is a purely procedural issue," the source said, adding that the plan would be submitted to the government next year.
"We submitted the proposal on December 15. It is necessary to change the complicated laws regulating the work on the shelf," Minister of Natural Resources Yury Trutnev said at the ministry's session on the results of legislative work in 2006.
