MOSCOW, January 17 (RIA Novosti)-Vladimir Putin has signed a law making the Kaliningrad Region, a Russian exclave surrounded by European Union countries on the Baltic Sea, a special economic zone, the Kremlin press service reported Monday.
Parliament passed the law, which grants customs, taxation and currency privileges, in December.
