MOSCOW, January 20 (RIA Novosti) - Russia has no plans to accelerate the construction of naval base in the southern port of Novorossisk that will eventually be home for current Ukraine-based Black Sea Fleet vessels, the Russian defense minister said Friday. Sergei Ivanov said the move was stipulated in a federal program approved two years ago.
