MOSCOW, January 20 (RIA Novosti) - Russia's shipbuilding yards are being used at only 30% of their potential and companies are reluctant to make use of the spare capacity, Deputy Prime Minister and Defense Minister Sergei Ivanov said Friday.
Ivanov said that in 2005 Russian companies had closed deals worth $1 billion with foreign firms to build ships abroad.
"This shows that we have an insufficiently developed legal base, which would encourage companies to build [ships] within the country," the deputy premier said.
