MOSCOW, January 25 (RIA Novosti) - Russia's education and science minister said Wednesday he was against a system through which university heads would be appointed, rather than elected.
"In my opinion, this move is impossible and wrong," Andrei Fursenko said on the Rossiya TV channel.
Proposals on this issue had been put forward by deputies of the State Duma, Russia's lower house of parliament.
