According to Kambaraly Kongantiyev, a situation has developed that could be described as a "crisis caused by insurmountable differences between the parliament of Kyrgyzstan and other branches of state power."
He said that this could lead to the president disbanding the legislature early.
President Kurmanbek Bakiyev clashed with parliamentarians February 3, when he accused some members of blocking important legislative initiatives, including a privatization package and a draft budget, wasting time discussing issues unrelated to their work and using their status to settle personal scores.
"Some of the deputies, backed by the speaker, have [deliberately] embarked on a collision course with the incumbent government and the president," Bakiyev then said in an address to parliament. He said the legislature had turned into a "scene for political bickering, creating instability in the country" and that it would use any event "as an excuse for political hysteria."
Following the dressing down, Speaker Omurbek Tekebayev said the president "had disgraced himself," which prompted the nation's chief law officer to say Thursday that there were grounds to consider his remarks as defamatory under the country's criminal code.
"As a former parliamentarian and prosecutor general, I must say that the speaker's destructive activities have lead to a confrontation between the country's parliament and government," Kongantiyev said before urging the parliament to improve its methods and style of work.
