MOSCOW, February 23 (RIA Novosti) - A district prosecutor warned the director of a capital market where a roof collapsed on Thursday morning about the building maintenance violations, the Moscow Prosecutor said.
Anatoly Zuyev said the investigation was considering three possible causes of the tragedy.
"The first is the violation of the building maintenance regulations. The second is the negligence on the part of the officials who inspected the building conditions," the prosecutor said. "And the third is mistakes in the architectural design of the building."
Meanwhile, Moscow Mayor Yuri Luzhkov said the collapse of the roof was not an act of terror and confirmed that 14 people had been killed and 18 injured in the accident.
