Viktor Yushchenko said the new council would maintain independent control for the voting process and observe voters' rights.
He said he would make every effort to ensure democratic elections.
"I will demand central and regional authorities to observe the election legislation and the presidential decree on honest elections," Yushchenko said.
He also spoke in favor of canceling immunity of MPs.
"I share the position of democratic parties and blocs, which want to cancel this norm," Yushchenko said.
"Elections [to the Ukrainian parliament, the Supreme Rada, scheduled for March 26] should not be a disaster for the country," Yushchenko said. "This is not a smear war and a time for reciprocal insults. This is the fight of programs and ideas and not ultimate fighting."
