Mikhail Fradkov told Argentina's vice president, Daniel Scioli, "We do not have a single women in the government and I am very concerned about this as government chairman. This is a serious shortfall and we need to try to correct it in the near future."
Although women the world over have risen to senior positions on political life - one need look no further than German Chancellor Angela Merkel or current U.S. Secretary of State Condoleezza Rice - men dominate the political elite in Russia.
Valentina Matviyenko, the governor of Russia's second largest city, St. Petersburg, is the only woman in a top post in the country.
In comparison, women hold the posts of defense and economics ministers in Argentina and account for 40% of seats in the South American country's parliament.
However, Fradkov said the Russian parliament had many women. The most high-profile of MP is Lyubov Sliska, a deputy speaker of the parliament's lower chamber, the State Duma, from the pro-presidential United Russia party.
He also said the Russian legislation had no quotas for the presence of women in the parliament.
