Two groups of 14 climbers from Russia and Ukraine went missing late Tuesday at an altitude of 4,300 meters (14,000 feet). The bodies of seven were found Thursday.
"The helicopter cannot approach the place where the bodies of the seven climbers were discovered and evacuate them because of the strong wind," said Kantemir Davydov, a spokesman for the Emergency Situations Ministry in the North Caucasus.
He said the decision on further action would be made soon.
Davydov added that prosecutors had to inspect the location before the evacuation.
The climbers on Mount Elbrus, who rescuers said they believed might have frozen to death, are yet to be identified.
The search for the remaining climbers will be suspended for the night, Davydov said.
