"I believe that we all should, and can, cooperate to draft common rules and uniform approaches to events happening in various regions of the world," Putin said commenting on his position to the development in Montenegro, which recently voted for independence from Serbia.
"Otherwise, there will be chaos," he told a meeting with heads of G8 news agencies.
If Kosovo declares independence from Serbia it will be difficult to explain to people in Georgia's breakaway regions of Abkhazia and South Ossetia why they cannot become independent from Georgia, Putin said.
He said similar separatist processes were under way in Europe and that Russia was seriously concerned about them.
"We should understand that this is not a sports competition," he said.
"Our objective is to determine uniform principles [of resolving regional conflicts] and an ability to protect them. The stability of future relations will depend on this," Putin said.
