VIENNA, June 13 (RIA Novosti) - Russia's envoy to the Organization for Security and Cooperation in Europe Tuesday slammed the organization as "amorphous," badly run and chaotic, and said Russia would slash its budget contributions.
"The OSCE's structures and procedures are not organized and, honestly speaking, this is simply chaos," Alexei Borodavkin said.
Borodavkin also said Russia intended to reduce its contributions to the world's largest regional security organization because it was unhappy with the way it was being run.
"We have repeatedly said Russia, like other influential countries, will not pay for a product that does not suit it," Borodavkin said.
Russia currently contributes 3.6% of the organization's overall budget.
"As a result of negotiations held last year, Russia has been able to reduce its contribution from 9 million to 6 million euros," the envoy said, adding that Russia will eventually seek to reduce its contributions to 1.9% of the organization's budget.
But Borodavkin also said the OSCE had large potential, despite its problems, and added that Russia's decision on budget contributions would also be influenced by the pace of reform.
"Russia believes the OSCE must be a full-fledged and full-format organization with its charter, rules, procedures, functioning secretariat and an influential secretary-general at its head," the envoy said.
At the end of 2005, the OSCE participating states agreed the organization's budget for 2006 at just over 168 million euros.
