MOSCOW, July 11 (RIA Novosti) - Russia hails the July 7 UN General Assembly resolution, which outlines guidelines for the reform of the international organization, the Foreign Ministry said Tuesday.
The resolution ends a difficult phase in the long-running debate on the reform of the UN battered by a series of scandals, including the one involving the Oil for Food program for Iraq.
"We welcome the resolution. It is a major step forward in the UN management reform, which can only prove successful if it enjoys a broad support from member countries," the ministry said.
The ministry said Secretary General Kofi Annan would have a free hand to use part of the UN budget to address the most burning issues on the organization's agenda.
