Philippe Douste-Blazy read out a statement adopted by the foreign ministers of the five permanent Security Council members and Germany at a Paris meeting Wednesday.
"Iran has failed to take necessary measures to start the negotiation process," the French foreign minister said.
The diplomat said that Iran was not prepared for a serious discussion of the nuclear incentives proposed by Iran-6 and had not given its answer despite persistent demands of the international community.
He also said the Iran-6 members were convinced that the UN Security Council should adopt a resolution to oblige Iran to halt uranium enrichment. If Iran denies cooperation, the international community would have to resort to punitive measures stipulated by the UN Charter.
But if Tehran chooses to resume talks, the Iran-6 will refrain from further action via the Security Council, he said.
Russia's Foreign Minister Sergei Lavrov said at the end of the Paris meeting that the Iran-6 had decided to disclose to the public the details of the nuclear proposals to Iran.
