On Wednesday morning, Hizbollah, a Lebanese Islamist group, attacked Israeli positions on the border killing at least seven and capturing two Israeli soldiers. The group said the attack was intended to force Israel to release prisoners. Israel delivered retaliatory air strikes on Hizbollah targets and Lebanese civilian infrastructure.
"Any actions related to terrorist activity, no matter who may finance them, must be tackled in accordance with a UN Security Council resolution. But reactions must follow on the basis of facts," Sergei Lavrov said after a meeting of ministers of the SC member states.
"A response to such actions must be strong and adequate, but it must not go beyond international humanitarian laws, and that is what we see today, unfortunately," he added.
