"I am certain that the Russian president as chairman of G8 will not ignore the subject," Sergei Prikhodko said.
He also said no documents on the issue had been drafted for the Group of Eight Industrialized Nations summit.
"I have just met with our sherpa, Mr. [Igor] Shuvalov, and I have talked with [Foreign Minister] Mr. [Sergei] Lavrov: We do not have any formal proposals concerning these documents," he said, adding that the problem did exist and that it affected not only Russia.
"I do not know whether our colleagues from other countries will have enough time to discuss it, but each head of delegation has a right to raise the issue," he said.
U.S. President George Bush arrived in St. Petersburg for bilateral talks Friday. The leaders of the United Kingdom, Germany, France, Italy, Japan and Canada are expected to arrive for the three-day meeting Saturday.
