Sergei Lavrov said it was impossible to evacuate some Russians staying in southern Lebanon without any communication.
He said heavy cargo helicopters could be involved in evacuation.
Lavrov also said France and Greece had proposed taking on board their ships Russian citizens evacuated from Lebanon.
"A proposal came from France and Greece that Russian citizens be taken on board their ships," Lavrov said at a meeting of President Vladimir Putin with the cabinet.
Lavrov said Russians were also being evacuated from the Gaza Strip, but added that it would be more difficult to evacuate them from Lebanon. "Not fewer than 1,500 people want to leave, as well as hundreds of Belarusians and other countries' nationals. All of them are in contact with our representatives," he said.
Lavrov also said the first group, which comprised 270 people on six buses, had headed north to the Syrian border. "Tomorrow they will be in an international airport in Latakia," he said, adding that a second group of Russians, comprising 960 people on 20 buses, would follow the same route Wednesday.
