The law was passed by the State Duma, parliament's lower chamber, on June 30 and endorsed by the Federation Council, the upper chamber, on July 7.
"The new procedure for migration registration is a key aspect for creating a system of better immigration control, aimed at attracting a skilled labor force to Russia, including from the Commonwealth of Independent States," the law says.
The law will lift excessive administrative barriers, ensure more effective control over migration processes, help combat illegal migration and provide state authorities with more precise data.
The president also signed amendments to the Russian Air Code, allowing foreign nationals to undergo training in Russian aircraft. However, under the new version of the law, they will not be able to join plane crews.
