TALLINN, August 29 (RIA Novosti) - Estonia's parliament failed to elect a president in the second and third rounds of voting Tuesday.

Toomas Henkrik Ilves won 64 votes in Tuesday's two rounds, on the second day of voting, falling four short of the number needed to become president.

The Center Party and People's Union Party abstained, while incumbent president Arnold Ruutel refused to run. He is, however, likely to stand in the next round of voting, which will include municipal heads as well as lawmakers.
