MOSCOW, October 20 (RIA Novosti) - Moscow police said a bomb that exploded outside a tax office building in central Moscow Friday morning was set up by hooligans, who have been caught on security cameras.
An explosive device with a force of around 100 grams of TNT equivalent went off outside the tax office, located on Dolgorukovskaya street near Novoslobodskaya metro station. No one was hurt in the explosion.
Having checked footage from security cameras, police have launched criminal proceedings on hooliganism charges.
"Investigators have video footage of the suspects recorded by a camera installed on the building" a police spokesman said.
Witnesses said two unidentified men attached an object to an external air conditioning system a few minutes before the blast.
A group of investigators and bomb-disposal experts are working at the site.
