"In the next few days he will appear in Moscow, according to our information," Karen Karagezyan, a spokesman for the foundation, an independent socioeconomic and political think-tank founded by Gorbachev, said.
Karagezyan said Gorbachev feels well and was discharged last Wednesday, but has been advised to remain in Germany for a while.
Mikhail Gorbachev underwent surgery in a Munich clinic in November to prevent a stroke.
Gorbachev, 75, was admitted to the Grosshadern clinic with pre-stroke symptoms and had a surgical operation on his right internal carotid artery.
The carotid arteries are responsible for carrying oxygenated blood to the brain. Cholesterol plaques can narrow or clog arteries, reducing blood flow, which can lead to a stroke.
Karagezyan said earlier the German surgeons had applied the treatment method proposed by Russian doctors who had made a diagnosis.
The former Soviet leader, famous for his efforts to reshape East-West relations and for overseeing major liberal reforms, lost his wife Raisa to leukemia in 1999.
Gorbachev, who heads the Gorbachev Foundation, had organized and was expected to attend the seventh international conference of Nobel Peace Prize winners in Rome November 17. The meeting was to focus on nuclear technologies.
But the charismatic ex-leader chose to follow his doctors' advice and canceled the trip to undergo a medical examination, a Foundation spokesman said earlier.
