Ingush court's decision on annexing neighboring district rejected

MOSCOW, December 20 (RIA Novosti) - The Russian Supreme Court's presidium overturned Wednesday the decision of a regional court in the North Caucasus republic of Ingushetia on the annexation of a neighboring North Ossetian district, a spokesman for the court said Wednesday.

In 2005 the regional court of Nazran, the largest city in Ingushetia, unilaterally ruled to annex the Prigorodny District of North Ossetia, which had been a part of Ingushetia until 1944.

Pavel Odintsov said the previous decision had been overruled, as it was not within the competence of a regional court, or of a court of first instance, to decide on the demarcation of administrative borders. The agreement of both sides is needed, and in this case, North Ossetia has not approved the re-annexation.

After the collapse of the Soviet Union, Ingushetia demanded that the Prigorodny District be brought back under its control, which resulted in a bloody conflict in late 1992.

The conflict forced tens of thousands of Ingush to flee their homes in Prigorodny in late October 1992, after illegal armed units from Nazran (the Ingush capital until 2002) launched an assault on the territory of North Ossetia. Official statistics say that about 100 people from North Ossetia and 400 from Ingushetia were killed during the conflict.
