The plan, which will lay the basis for draft federal budgets over the next three years, was signed by Prime Minister Mikhail Fradkov, the press office said.
The plan projects federal budget revenues of 6,965.32 billion rubles (about $262.8 bln) in 2007, 7,112.16 bln rubles ($268.4 bln) in 2008 and 7,796.76 bln rubles ($294.2 bln) in 2009.
Budget spending is projected at 5,463.48 bln rubles ($206.2 bln) in 2007, 6,093.12 bln rubles ($229.9 bln) in 2008 and 6,716.23 bln rubles ($253.4 bln) in 2009.
Budget surplus is expected at 1,501.84 bln rubles ($56.7 bln) in 2007, 1,019.04 bln rubles ($38.5 bln) in 2008 and 1,080.53 bln rubles ($40.7 bln) in 2009.
The plan projects inflation at 6.5-8% in 2007, 7% in 2008 and 6.8% in 2009.
