Rescuers found Nikita Vedeneyev's body at the Krasnaya Polyana ski resort, the centerpiece of Sochi's bid to host the XXII Winter Olympic Games in 2014, following an avalanche at 3:10 p.m. Moscow time (12:10 p.m. GMT) Sunday.
"A black flag should be hoisted in an avalanche risk area following the relevant warning, which was not done," the Krasnodar Region administration said, adding the mountain lift could be shut down once the inquiry was completed.
"A child's death in an avalanche is a tragedy, grief for the entire region, and a blow to the image of Sochi and other resorts," Governor Alexander Tkachev was quoted as saying. "This will affect the inflow of tourists who had trust in Krasnaya Polyana."
Rescuers earlier suggested that more people might be trapped beneath the snow, but rescuers with search dogs and interviews with residents of nearby communities failed to confirm that anyone else was missing.
