Viktor Zubkov, Rosfinmonitoring's head, told a banking conference: "We would like to gather all the information we can about cash transactions over 600,000 rubles ($22,875)."
Zubkov said a corresponding bill would soon be submitted to the government.
He added that it would be necessary to enhance the responsibility of banks in terms of anti-money laundering measures and to expand the rights of lending organizations to refuse unwanted customers.
The official reported a "sharp increase" in "shadow" financial transactions and the use of a large number of front companies with a view to evading tax and customs payments, money laundering and obtaining illegal compensation for the value-added tax.
Zubkov added that financial fraud had lately been switching from Moscow to the regions.
