"We need to revise these programs and make a decision whether to close them or replace contractors unless existing problems are sorted out," Vitaly Savelyev said.
Savelyev singled out a program for the disposal of arms and hardware, and another for bridging the gap between regions' socio-economic development.
The deputy minister said of 30 federal target programs in 2007 requiring some changes only nine had been submitted to the government, and only five approved so far. He said the process needed to be completed by April 20 so that funding for the projects could be allocated from the budget for the next three years.
In addition, Savelyev said some state contractors had failed to submit reports on federal target programs in 2006.
He said: "We propose that state contractors, primarily the ministries of industry and energy, transport, economics, regional development and defense, take measures to penalize officials who have either failed to produce reports or falsified statistics, and ensure that such data is submitted on time."
The economics ministry also asked state contractors for 2007 federal target programs to coordinate their target parameters within two weeks.
The deputy economics minister said 51 programs had been implemented in 2006, with federal budget financing of 450 billion rubles ($17.31 billion), up 85.7 billion rubles ($3.3 billion) on 2005.
Prime Minister Mikhail Fradkov said funding for federal target programs would increase annually, so the economics ministry should monitor the performance of these programs daily.
The premier said: "Work needs to be carried out daily. Otherwise we will run out of money soon due to the increase in projects."
