The court's communique says Yury Skuratov's right to free elections was violated. The Strasbourg court ordered Russian authorities to pay the case's legal costs, totaling 12,000 euros.
The former top prosecutor ran both as a one-mandate candidate and a Communist Party candidate when he was denied one-seat registration.
Russian election authorities said Skuratov had incorrectly stated his job title at a Moscow higher education institution. The Central Election Commission turned down Skuratov's appeal against the decision twice, and the Russian Supreme Court followed suit, denying him party candidate registration as well.
The Strasbourg court's document says Skuratov also filed a discrimination appeal referring to his being the only Communist candidate, but the court overturned the motion.
