MOSCOW, August 30 (RIA Novosti) - The Organization for Security and Co-operation in Europe (OSCE) proposed observers monitor Russian parliamentary elections in December, the Spanish foreign minister said during a visit to Moscow Thursday.
"During negotiations I, as a representative of the OSCE, said we should have the opportunity to participate in the electoral process taking place in Russia at the end of the year," Miguel Angel Moratinos said at a press conference.
He said Russian Foreign Minister Sergei Lavrov had confirmed that Moscow would inform the OSCE about the date as soon as it is officially announced.
