"By 2013, or better yet by 2012, all facilities must be not just ready, but also have been tested by athletes at major international competitions," Putin said at a presidential council on preparations for the 2014 Winter Olympics in Sochi.
"We managed to earn Sochi the honour of the title of Olympic city. Now we need to fulfill all the commitments we made in Guatemala," he added.
Sochi won its bid to host the 2014 Winter Olympic Games during an IOC meeting in Guatemala in July after a close race with South Korea's Pyeongchang and Austria's Salzburg.
Putin urged Russian lawmakers to pass Olympic laws by the end of this year. He added that the working group preparing these laws should include Sochi and Krasnodar representatives "so that all interests of the residents of these areas are taken into account."
Three new bodies, the presidential council headed by Prime Minister Viktor Zubkov, an organizing committee led by Dmitry Chernyshenko, and a state corporation chaired by Semyon Vainshtok, will become key structures in preparations for the 2014 Winter Olympics in Sochi, Putin added.
