Kissinger says Russia's missile defense proposal constructive

NEW YORK, October 18 (RIA Novosti) - Henry Kissinger, a former U.S. state secretary, said Russia's proposal that the U.S. use its radar station in Azerbaijan was constructive but would not force Washington to cancel its missile defense plans.

Russia has strongly opposed the U.S. plans to deploy a missile defense shield near its borders in Poland and the Czech Republic, saying it jeopardizes its national security. The U.S. said it needs the shield to counter threats from "rogue states," such as Iran or North Korea.

Speaking during an investment conference in New York, Kissinger, who was U.S. State Secretary in 1973-77, said Russia's proposal was worth considering, but as an additional option.

He said Washington had misjudged Russia's mentality, and underestimated how sensitive the country was about NATO placing missile defense systems near its borders. He also called on Moscow to take into account the U.S. current attitude, saying there was an inherent Messiah complex about it.

In his article published in The International Herald Tribute in August, Kissinger praised Russia's proposal. "Putin has made an intriguing proposal of potentially profound, long-range significance," he said.

"While the proposal is unacceptable as put forward, it contains a vision of how to implement parallel strategic interests that might set a precedent for overcoming other global challenges," he added, calling on both countries to cooperate.
