Russia opposed to wider EU format for bilateral issues

Moscow is against bringing bilateral issues with individual EU member states to the whole 27-nation bloc, the Russian ambassador to the EU told a popular daily on Tuesday.
MOSCOW, October 23 (RIA Novosti) - Moscow is against bringing bilateral issues with individual EU member states to the whole 27-nation bloc, the Russian ambassador to the EU told a popular daily on Tuesday.

Vladimir Chizhov said the idea of "solidarity," in particular against Russia, had recently become fashionable at the European Union, citing the issue of Russia's ban on Polish meat products as an example.

"We have nothing against solidarity unless it is used to bring bilateral relations between individual member countries and Russia to the wider EU platform... and for attempts to 'push' unilateral solutions using EU mechanisms," the ambassador said.

Russia imposed a temporary ban on meat products and fruit and vegetable deliveries from Poland in November 2005, saying Polish companies re-exported the products from third countries representing a threat to sanitary standards.

Demanding that Russia lift the embargo, Poland blocked talks on a new Partnership and Cooperation Agreement between Russia and the EU. The current agreement expires in December.

Chizhov said the Polish leaders and their supporters at the EU offered Russia nothing but "allowing unscrupulous Polish producers and exporters to flood the Russian market with low quality produce."

The diplomat warned against such a scenario urging the European Union to "find a way out of the deadlock," but Chizhov reiterated that Russia was interested in a stable and strong EU capable of pursuing a "common coordinated foreign policy which included Russia."

He also warned against accusing Russia of "using energy for blackmail."

"Reliability, confidence and mutual access to markets can and should be the key principles of our energy dialogue with the European Union," the Russian diplomat said, adding that Russia-EU energy cooperation was a "cementing factor" in securing a long-term partnership.

Sunday's resounding victory by Poland's liberal Civic Platform party raised hopes among Russian officials that relations between Moscow and Warsaw could improve, and some progress on a Russia-EU partnership deal could now be reached.

Konstantin Kosachyov, who heads the International Affairs Committee of the lower house of Russia's parliament, the State Duma said: "The focus on narrowly-defined nationalistic interests will shift to collective efforts, both inside the EU and NATO, and indirectly in relation to Russia."
