SAMARA, December 15 (RIA Novosti) - A bus explosion in Russia's Volga area city of Togliatti on October 31, which killed eight and injured over 70, was not a terrorist attack, a statement from the local security service said Saturday.
"A scenario of an act of terrorism has not been confirmed," the statement said.
Earlier a high-placed source involved in the ongoing criminal investigation said they were currently considering several scenarios with one of them being a terrorist act, with the bomb having been detonated by either a suicide bomber or by remote control.
The bomb, which exploded on a packed bus during the morning rush hour, was attached to the underside of the vehicle and had a charge of almost two kilograms (4.4 pounds) of TNT equivalent. Most of the killed and wounded were local students.
The second possible scenario being considered is a dispute between criminal groups, the source said.
