In April 2008 the State Duma is to consider a plan for Russia to sign up to the World Health Organization's Framework Convention on Tobacco Control.
Wednesday's bill, which was introduced by lawmakers from the majority United Russia party, is aimed at bringing Russian laws in line with the convention, which stipulates a full ban on tobacco ads, advertising campaigns and sponsorship of sporting and other events.
Tobacco advertising will be allowed only in shops where tobacco is sold. In addition, the bill seeks to ban the free distribution of tobacco products for advertising purposes and the holding of promotional events in places where tobacco sales are banned.
The advertising of tobacco and related products has been significantly restricted in Russia in recent years, including a ban on TV and radio advertising.
