Vyacheslav Fyodorov said the list would be upgraded daily based on data gathered from media sources, governmental bodies, social and environmental organizations, as well as from public groups.
"This is the first such rating in Russia. It assesses all the country's regions using 15 criteria and provides an average indication in three main areas - technical, ecological, social - which are then combined to produce a standard rating," he said.
One of the Green Patrol leaders said: "Unfortunately there is not a single ecologically safe region in Russia."
Roman Pukalov also said that the rating was distinctive since it "not only shows the current state, but also room for improvement."
Moscow, the capital of Russia, is ranked 52 with the Moscow Region in 59th place, with 1st place being the cleanest region.
The rating covers 75 of the Russia's 84 regions, insufficient data was available for the 9 remaining regions.
