Georgia's Central Election Commission has not yet released the final results of the election, but has said the ruling party will have at least 120 seats in the 150-seat legislature.
Levan Gachechiladze, an opposition leader, said the United Opposition: National Council - New Rightists had refused to take its seats and called on the other opposition parties which had cleared the five-percent threshold to follow suit.
Gachechiladze also urged all opposition members to protest on Georgia's Independence Day, May 26.
The united opposition, which according to preliminary results will have 16 seats, had said on Wednesday the results were being rigged.
Commenting on Georgia's elections, Carl Bildt, Chairman-in-office of the Committee of Ministers of the Council of Europe, said on Friday: "the election environment has generally improved since the presidential elections" on January 5, 2008.
He also urged Georgia's authorities "to properly address the shortcomings that were identified in a number of areas, as well as to ensure an accurate and transparent process for complaints and appeals."
The international observer mission has said it will stay in the country for further monitoring of citizens' complaints over the election results.
