A spokesman for the Russian embassy in Sweden said that Aslan Adaev, who has repeatedly denied all allegations, is accused of taking part in a militant group, terrorism and attempted murder of law enforcement officers.
Russia made the request for the extradition of Adaev from Sweden on July 27, 2007. The court was cited by local press in its verdict as saying that: "The suspected crimes are to be considered as political due to the political motivation for them."
The final decision will be made by the Swedish government.
This is not the first time Russia has had an extradition request turned down. Russia has made a number of extradition requests for fugitive tycoon Boris Berezovsky, which have all been rejected by the U.K. Berezovsky, a business partner of George Bush's brother, Neil Bush, has been granted political asylum in Britain.
