Israeli Prime Minister Ehud Olmert told the Cabinet on Tuesday he hoped Lebanon would agree to resume the talks following a similar move by Syria.
Israel and Syria have been holding peace talks mediated by Turkey since May. The negotiations were frozen eight years ago.
"Lebanon and Israel have unresolved issues, which are regulated by UN Security Council Resolutions 425 and 1701, which Israel must fulfill and which must not be subject to political negotiations," the government said.
Lebanon has demanded Israel withdraw from the disputed Shebaa Farms, an area close to the Israeli-occupied Golan Heights. Lebanon considers the area its territory, but the United Nations says it is Syrian land. Israel annexed the territory in the 1967 war in the Middle East.
