Russia considers it impossible for the Security Council to discuss extending the mandate of the United Nations Observer Mission in Georgia (UNOMIG) without representatives of all parties to the conflict, Vitaly Churkin said.
The mandate expires on October 15.
The diplomat made the announcement after Security Council consultations in which Russia introduced a draft resolution on imposing an arms embargo on Georgia.
Russian Foreign Minister Sergei Lavrov said earlier in the day that Russia insists Abkhazia and South Ossetia be invited to take part in international talks in Geneva on their status on October 15. Georgia, however, has ruled out that possibility.
