"It looks like the Ukrainian side has started to realize the confrontational and unpromising nature of its initiative," the Russian ministry said.
In his speech to the UN General Assembly on Wednesday, Ukrainian President Viktor Yushchenko called on member states to honor the memory of Holodomor victims.
The United Nations General Assembly refused in July to include in its agenda discussions on Ukraine's 1932-1933 famine, which Kiev wants recognized as an act of genocide. The assembly supported Russia's recommendation to exclude Holodomor from the UN session's discussions.
In late 2006, Ukraine's parliament recognized the Stalin-era famine known as Holodomor as an act of genocide by the Soviet authorities, but Russia has consistently rejected Ukraine's interpretation of events.
Earlier in July, the Parliamentary Assembly of the Organization for Security and Cooperation in Europe adopted a resolution that condemned the famine but stopped short of recognizing it as an act of genocide.
