Earlier on Thursday, PACE lawmakers voted against an amendment, submitted by Cypriot parliamentarian Christos Pourgourides, proposing that the assembly refuse Russia the right to vote at the January session unless it annuls its recognition of South Ossetia and Abkhazia.
Russia recognized the breakaway regions on August 26, two weeks after it had concluded its military operation "to force Georgia to peace." The operation came as a response to Georgia's August 8 attack on South Ossetia.
In the resolution, the assembly said both Georgia and Russia had violated Council of Europe principles and values, and were "responsible for violations of human rights and humanitarian law" which "can be considered war crimes."
The parliamentarians marked "a disproportionate use of armed force by Georgia" and said that Russia's military operation in South Ossetia "equally failed to respect the principle of proportionality".
The resolution also urges Russia to withdraw its troops from Georgia, to comply with the peace plan signed by the French and Russian presidents in August, and to allow observers from the European Union and the Organization for Security and Cooperation in Europe (OSCE) access to South Ossetia and Abkhazia.
