Dutchman Stan Storimans was killed on August 12 in the town of Gori while reporting on the conflict in the Georgian breakaway republic. Russia has rejected the conclusion of the Dutch government investigation.
Moscow denies using cluster bombs in the conflict, although human rights groups say the controversial munitions were used by both sides.
"The response of the Russian Army against the Georgian aggression in South Ossetia was made in line with humanitarian law," Lavrov said on Thursday after talks with his Dutch counterpart, Maxime Verhagen. "No attacks were launched on humanitarian facilities."
The Russian foreign minister expressed his condolences regarding the reporter's death. "This is one of the victims of the war which was triggered by the Georgian leadership," he said.
Tbilisi attacked South Ossetia on August 8 in a bid to bring it back under central control.
Moscow subsequently launched an operation to "force Georgia to accept peace," which was concluded on August 12. Russia later recognized both South Ossetia and Abkhazia as independent states.
