Tymoshenko is due in Moscow on Saturday to discuss the gas dispute with her Russian counterpart, Vladimir Putin.
"The government takes full responsibility for overcoming the crisis in gas relations in Russia, that we did not initiate," she said in a statement. "In order to act effectively and responsibly, there will be only one - governmental - direction of gas diplomacy, one that will be implemented consistently."
Kiev and Moscow have been embroiled in a bitter dispute over debt and gas prices for Ukraine in 2009, which resulted in the suspension of deliveries to Ukraine on January 1. A week later, Gazprom cut off supplies to Europe via Ukraine, accusing Kiev of stealing gas intended for EU consumers. Ukraine has denied the accusation.
